Otras personas de la zona corren peligro de morir a manos de la polic\u00eda en operaciones similares, a menos que el gobierno ordene a la polic\u00eda que revise su uso de la fuerza letal.<\/p>\n<p>Seg\u00fan una ONG local, los dos hombres recibieron disparos por la espalda, y otros ocho habitantes del poblado resultaron heridos de bala. Los heridos se encuentran hospitalizados, y es posible que a uno de ellos le tengan que amputar una pierna.<\/p>\n<p>Unos 30 polic\u00edas llegaron a media tarde al pueblo de Cajas-Canchaque para detener a uno de los siete hombres a los que se buscaba para interrogarlos en relaci\u00f3n con un ataque incendiario perpetrado el 1 de noviembre, en el que murieron tres empleados de una empresa minera y ardi\u00f3 el campamento \u201cHenry\u2019s Hill\u201d de R\u00edo Blanco Copper, cerca del poblado.<\/p>\n<p>Los polic\u00edas hab\u00edan tratado de detener al hombre en cuesti\u00f3n esa ma\u00f1ana, pero se hab\u00edan marchado al no poder presentar una orden judicial. Esa misma ma\u00f1ana detuvieron a otros dos hombres en poblados vecinos por el mismo motivo, pero no dijeron a ninguno de los dos que existiera una orden judicial que ordenara su detenci\u00f3n. Seg\u00fan una ONG local, los habitantes del poblado se enfrentaron a los polic\u00edas y les dijeron que no pod\u00edan entrar. \u00c9stos trataron de entrar por la fuerza, apartando a empujones a la gente, incluida una mujer de 70 a\u00f1os. Cuando la mujer les devolvi\u00f3 el empuj\u00f3n, un polic\u00eda dispar\u00f3 contra ella, hiri\u00e9ndola de gravedad. Los polic\u00edas siguieron disparando, hasta causar la muerte de dos hombres y heridas a ocho personas.<\/p>\n<p>Los dos hombres detenidos la ma\u00f1ana del 2 de diciembre quedaron en libertad dos d\u00edas despu\u00e9s, cuando un juez resolvi\u00f3 que no hab\u00eda necesidad de mantenerlos bajo custodia.<\/p>\n<p><strong>ESCRIBAN INMEDIATAMENTE, en espa\u00f1ol o en su propio idioma:<\/strong><\/p>\n<ul>\n<li>Expresando preocupaci\u00f3n porque el uso excesivo de la fuerza por parte de la polic\u00eda provoc\u00f3 la muerte y heridas a civiles desarmados en el poblado de Cajas-Canchaque el 2 de diciembre, y porque los habitantes de los poblados de la comunidad de Segunda y Cajas pueden correr peligro de ser otra vez objeto de fuerza excesiva;<\/li>\n<li>Recordando a las autoridades que el art\u00edculo 3 del C\u00f3digo de Conducta de la ONU para Funcionarios Encargados de Hacer Cumplir la Ley establece que dichos funcionarios \u201cpodr\u00e1n usar la fuerza s\u00f3lo cuando sea estrictamente necesario y en la medida que lo requiera el desempe\u00f1o de sus tareas\u201d, y que el principio 9 de los Principios B\u00e1sicos de la ONU sobre el Empleo de la Fuerza y de Armas de Fuego por los Funcionarios Encargados de Hacer Cumplir la Ley establece que \u201cs\u00f3lo se podr\u00e1 hacer uso intencional de armas letales cuando sea estrictamente inevitable para proteger una vida\u201d;<\/li>\n<li>Pidiendo a las autoridades que lleven a cabo una investigaci\u00f3n exhaustiva e imparcial sobre los sucesos del 2 de diciembre, y que lleven a los responsables ante la justicia.<strong>ENV\u00cdEN LLAMAMIENTOS <u>ANTES DEL 4 DE FEBRERO DE 2010<\/u> A:<\/strong><strong>Dra. El poblado pertenece a la comunidad de Segunda y Cajas, en el distrito de El Carmen de la Frontera, departamento de Huancabamba, provincia de Piura.<\/p>\n<p>Las fuerzas de seguridad peruanas tienen un largo historial de incumplimiento de los Principios B\u00e1sicos de la ONU sobre el Empleo de la Fuerza y de Armas de Fuego por los Funcionarios Encargados de Hacer Cumplir la Ley, cuyo principio 5 dice: \u201cCuando el empleo de las armas de fuego sea inevitable, los funcionarios encargados de hacer cumplir la ley: a) Ejercer\u00e1n moderaci\u00f3n y actuar\u00e1n en proporci\u00f3n a la gravedad del delito y al objetivo leg\u00edtimo que se persiga; b) Reducir\u00e1n al m\u00ednimo los da\u00f1os y lesiones\u201d. El 5 de junio de 2009, en la regi\u00f3n del Amazonas, tras 50 d\u00edas de protestas, las fuerzas de seguridad hicieron uso excesivo de la fuerza para disolver a los manifestantes ind\u00edgenas que hab\u00edan bloqueado una carretera para protestar contra unos decretos leyes que, seg\u00fan afirmaban, violaban su derecho a la tierra y al sustento. En la operaci\u00f3n policial murieron 33 personas, entre ellas 23 polic\u00edas, y al menos 200 ind\u00edgenas y otras personas que viv\u00edan en las cercan\u00edas de las localidades de Bagua y Bagua Grande, provincias de Bagua y Utcubamba, resultaron heridas de gravedad.<\/p>\n<p>AU: 343\/09 \u00cdndice: AMR 46\/019\/2009 Fecha de emisi\u00f3n: 23 de diciembre de 2009<\/li>\n<\/ul>\n<hr \/>\n<p>&nbsp;<\/p>\n<p class=\"rtecenter\"><strong>URGENT ACTION<\/strong><\/p>\n<p>POLICE SHOOT TWO DEAD, MORE AT RISK<br \/>\nTwo men were shot dead by police on 2 December, in their village in north-western Peru, during a search for another man. Other people in the area are in danger of being killed by police in similar operations, unless the government orders the police to review their use of lethal force.<\/p>\n<p>According to a local NGO, the two men were shot in the back and another eight villagers received gunshot wounds. The wounded are now in hospital, and one may need to have his leg amputated.<\/p>\n<p>Around 30 police had arrived mid-afternoon at the village ofCajas-Canchaque, to detain one of seven men wanted for questioning about a 1 November arson attack that killed three mining company employees and burned down the Rio Blanco Copper encampment at \u00abHenry&#8217;s Hill,\u00bb near the village.<\/p>\n<p>Police had tried to detain the man that morning, but had been turned away when they could not produce an arrest warrant. They arrested two other men in neighbouring villages that morning, for the same reason, but did not tell either that there was a warrant for their arrest. According to a local NGO, villagers confronted the police, and told them they could not come in. The police tried to force their way in, pushing people aside, including a 70-year-old woman. When the woman pushed back, a police officer shot her, wounding her badly.
